The expert opinion was commissioned by the Polish telecommunications regulator UKE (Urząd Komunikacji Elektronicznej – Office of Electronic Cummunications). The aim of the expert opinion is to analyze selected transparency measures under article 4 section 1 of the EU “Open Internet” Regulation 2015/2120 and their implementation by Internet access service providers in Poland. Issues analyzed include: the concepts of the minimum, normally available, maximum, estimated maximum and advertised download and upload speed; the transparency of informing the end-user in the contract about the quality of her Internet access service, with particular attention to offering Internet access at a fixed location utilizing mobile technology; the obligation to publish relevant information; remedies available to consumers; good and bad practices of Polish Internet access service providers.
