CARS was commissioned in June 2013 by the Polish Railways Regulator to prepare an expertise the primary purpose of which was to answer the question whether, and if so what kind of consequences could be expected for current and future proceedings before the President of the Polish Railway Regulator from judgment C-512/10, in case European Commission vs. Poland, which was delivered by the Court of Justice on 30 May 2013.
The expertise was prepared by Dr Krystyna Kowalik-Bańczyk (Institute of Law Studies of the Polish Academy of Sciences and Gdansk Polytechnic) and Professor Tadeusz Skoczny (European Business Law Department, Faculty of Management, University of Warsaw)
