Conferences and seminars
The goal of this workshop was to discuss in the light of the European Commission’s suggested amendments the legal and institutional challenges faced by the national competition authorities. The workshops were co-organised by CARS and the British scientific society Competition Law Scholars Forum (CLaSF) with the support of the Polish law firm Wierciński Kwieciński Baehr (WKB).
The ‘First National Postal Conference – Postal Market in Changing World’, organised in 2017 by CARS with co-operation of ‘Poczta Polska S.A.’ (Polish Post), consisted of three discussion panels. During the first panel, in which took part Karol Krzywicki (deputy President of the Electronic Communication Office), Tomasz Dąbrowski (member of the Board of the Polish Post), Wojciech Arszewski (President of the Express Carriers Forum) and Adam Jasser (CARS deputy director), problems of competition on postal markets from operators and regulator perspectives were discussed. During two other panels answers on following questions were sought: ‘How postal market? Between regulation and competition’ and ‘Universal service as (non)redundant element of postal market’.
On 2-4 July 2015 in Supraśl the International Conference ON THE HARMONISATION OF PRIVATE ANTITRUST ENFORCEMENT: A CENTRAL AND EASTERN EUROPEAN PERSPECTIVE organized by University of Bialystok Faculty of Faw (Departament of Public Commercial Law) and Centre for Antitrust and Regulatory Studies (CARS) was held. The Conference was devoted in particular to issues related to the necessity of implementation by the EU member states of the directive 2014/104/EU of the European Parliament and of the Council of 26 November 2014 on certain rules governing actions for damages under national law for infringements of the competition law provisions of the Member States and of the European Union (hereinafter referred to as Directive on Antitrust Damages Actions).
The main speaker of the seminar organised by CARS in June 2017 – Marcin Kolasiński – devoted his paper to the answer of the question: ‘Do ‘unilateral agreements’ which restrict competition actually exist? The speaker presented the thesis of his – Working Paper (No 1) published by CARS few months before. In WP 1 Marcin Kolasiński pointed that such view have been presented many times by the President of the Office of Competition and Consumer Protection (UOKiK) and – in his opinion – such practice of the President of UOKiK constitutes an infringement of the Competition and Consumer Protection Act as well as of Administrative Proceedings Code. The Kolasinski’s view was shared by the 1st co-speaker, Professor Agata Jurkowska-Gomułka.
The seminar was dedicated to antitrust issues within the field of civil aviation. The American experience was presented by Prof. Michael Jacobs (DePaul University, Chicago). The Polish experts included Prof. Marek Żylicz, Dr. Izabella Szymajda - Wojciechowska (Civil Aviation Office, Vice-President), Dr. Agnieszka Kunert-Diallo (LOT Polish Airlines), Dr. Filip Czernicki (‘Polish Airports’ State Entreprise) and Dr. Jan Walulik (CARS) were.
W dniu 6 grudnia 2016 r. Centrum Studiów Antymonopolowych i Regulacyjnych UW (CARS) oraz Kancelaria Modzelewska & Paśnik zorganizowały konferencję poświęconą kontroli sądowej decyzji Prezesa UKE. Problematyka dotycząca postępowań odwoławczych od decyzji Prezesa UKE jest bardzo złożona. Przede wszystkim wymóg efektywnej kontroli sądowej rozstrzygnięć Prezesa UKE wiąże się z obowiązkiem badania przez sądy wielu aspektów dotyczących treść decyzji Prezesa UKE oraz postępowania prowadzonego przed organem regulacyjnym.
The Polish Consumer Conference took place on 9-10 May 2016. Its goal was to provide the participants the opportunity to exchange experience and help them [entrepreneurs, practicing lawyers and economists] establish contact with representatives of the most important organizations involved in the protection of consumers’ rights in Poland, including courts. The conference was an opportunity to sum up the scientific achievements related to the consumers’ protection. It also helped to point out current and future challenges for scientists and practitioners specializing in law and economics of consumer protection. The conference covered four areas: (1) Abusive clauses; (2) Prohibition of infringing collective consumer interests; (3) Economics of consumer protection; (4) Consumer and competition protection in energy sector
On 20th of April 2016 Centre for Antitrust and Regulatory Studies (CARS) organized a Scientific Conference Pursuing damages for competition law infringements before Polish courts. The conference provided the opportunity to discuss the selected assumptions and problems related to the implementation of the Damages Directive (2014/104/UE), the issue broadly analyzed in the book of the same title Pursuing damages for competition law infringements before Polish courts edited by Anna Piszcz and Dominik Wolski and published by CARS in series “Textbooks and Monographs” (21).
The conference was composed of two sessions moderated by prof. Stanisław Sołtysiński and Judge Katarzyna Lis-Zarrias. The authors of the book presented their contributions as well as implementation suggestions, which will be publicly discussed.
A Conference took place on 13-14 October 2015 on the Economics of Competition Protection. It was organized by the Polish Competition Authority (UOKiK) and CARS and held in Conference Centre of the Polish Competition Authority (UOKiK) in Warsaw.
An international seminar on vertical restraints was held during the first day of the conference. It was attended by representatives of the European Commission, several national competition authorities of EU Member States, numerous academics and practitioners. The relevant presentations are available on the UOKiK website.
The conference was opened by Bernadeta Kasztelan-Świetlik, the Vice-President of the Polish Competition Office. Her speech was followed by the two main panel discussions which provided the opportunity to analyze the most important issues related to the application of the Amended Act of Competition and Consumers Protection and the key needs of the further modernisation. Each panel included three introductory presentations and general discussion. The conference was closed by prof. Tadeusz Skoczny.
